Born in the United States in 1869, Mortimer joined the Gotham Knife Cutters' Association when he was seventeen. In 1901, he became a member of the United Cloak and Suit Cutters' Association. In the years before being elected president of the union, Mortimer served on the Executive Board of Local 6.
